Mitigated Site Plan as of March 28, 2007

The Mitigated Site Plan  and other views, provided by the developers Thompson Dorfman, replaces the plan that was originally submitted to the City of San Rafael. This replacement plan is intended to address some of the concerns expressed by various entities (Design Review Board, Planning Commission, BCDC, Department of Park and Rec, the San Pedro Road Coalition's Loch Lomond Marina Committee, neighborhood associations, etc.) regarding the Original Site Plan submitted to the City of San Rafael and which was the subject of an Environmental Impact Report (EIR). It does not address all of issues and concerns raised by some of these entities, however. The Final EIR (FEIR), which includes responses to all Draft EIR comments, was completed and published on January 26. Copies are available at the San Rafael Department of Community Development (3rd floor, City Hall). Public hearings on the FEIR are not expected until May.

This Mitigated Site Plan was presented for public review at a Design Review Board (DRB) meeting on January 31, 2007. Another DRB hearing was held on March 20, 2007 at which time this design was approved (this is a separate procedure than the EIR). The design will next be reviewed by the San Rafael Planning Commission on April 24, 2007 at a public hearing. Subsequently, a meeting on May 8, 2007 of the Planning Commission is expected to take up the issue of approval of these plans and no public input will be allowed at that time. Various neighborhood organizations, including the Coalition, still have some reservations that will be expressed at the Planning Commission hearings and other forums.

The Mitigate Site Plan is a "top down" view of the site showing the footprints of the various buildings. Each building will have various heights (1 to 2 stories) and setbacks, so it is not possible to "see" the bulk or mass (or lack thereof) from this view. Other views have been provided of these buildings by Thompson Dorfman that show these features. All such design information are part of the design review process. In addition, the tree removal/preservation plan is also provided.
