Loch Lomond Marina
Mitigated Site Plan as of March 28, 2007
The Mitigated Site Plan and other views, provided by the developers Thompson Dorfman, replaces the plan that was originally submitted to the City of San Rafael. This replacement plan is intended to address some of the concerns expressed by various entities (Design Review Board, Planning Commission, BCDC, Department of Park and Rec, the San Pedro Road Coalition's Loch Lomond Marina Committee, neighborhood associations, etc.) regarding the Original Site Plan submitted to the City of San Rafael and which was the subject of an Environmental Impact Report (EIR). It does not address all of issues and concerns raised by some of these entities, however. The Final EIR (FEIR), which includes responses to all Draft EIR comments, was completed and published on January 26. Copies are available at the San Rafael Department of Community Development (3rd floor, City Hall). Public hearings on the FEIR are not expected until May.
This Mitigated Site Plan was presented for public review at a Design Review Board (DRB) meeting on January 31, 2007. Another DRB hearing was held on March 20, 2007 at which time this design was approved (this is a separate procedure than the EIR). The design will next be reviewed by the San Rafael Planning Commission on April 24, 2007 at a public hearing. Subsequently, a meeting on May 8, 2007 of the Planning Commission is expected to take up the issue of approval of these plans and no public input will be allowed at that time. Various neighborhood organizations, including the Coalition, still have some reservations that will be expressed at the Planning Commission hearings and other forums.
The Mitigate Site Plan is a "top down" view of the site showing the footprints of the various buildings. Each building will have various heights (1 to 2 stories) and setbacks, so it is not possible to "see" the bulk or mass (or lack thereof) from this view. Other views have been provided of these buildings by Thompson Dorfman that show these features. All such design information are part of the design review process. In addition, the tree removal/preservation plan is also provided.
To assist in "reading" the Mitigate Site Plan, here is some supporting information:
- This is a drawing of the second phase of the site plan which occur after the present Loch Lomond Market closes. That would occur either when the lease is runs out (2013) or the owner terminates its lease earlier (to move into the new market location, for example, if such negotiations are successful). In the first phase, the market remains where it is and those residential units in that area are not built.
- There is a single entrance to this development off Pt. San Pedro Road at Lochinvar (there is also an emergency entrance/exit for fire and police).
- As you enter the development, the commercial buildings and marina-related operations are to your right (to the west, or the left side as you look at the design drawing).
- The first building at the corner of Pt. San Pedro Road (in blue) is a mixed use building with commercial tenants (dentists, dry cleaners, yacht sales, etc.) on the first floor and 5 residential units on the second floor (somewhat set back from the corner).
- The second building (in yellow), near the waterfront, is designed to be an 13,000 square foot full-service grocery. It has been somewhat reconfigured from the previous plan into a more square building with dedicated parking in front.
- A restaurant (aka Bobbie's) is attached to the yacht club building (in yellow) with outdoor seating at the waterfront.
- The long parking spaces on the extreme left of the design drawing (west) are for day use trailer parking. There is no dry boat storage in the development.
- As you enter the development, the residential buildings are to your left (to the east, or the right side as you look at the design drawing).
- There are a total of 82 residential units, down from 84 in the submitted plan (5 units over the commercial building and 77 units in the area to the east).
- The buildings along Pt. San Pedro Road (in light tan) are all 1-story single-family homes.
- The buildings along the inlet and conservation/wetland area to the east and the buildings along the waterfront are all 2-story single-family homes (in orange) with varying 1 and 2 story heights.
- The 9 larger buildings in the center of the property (in brown) are a mix of 3 4-unit and 6 5-unit townhouses.
- Every residential unit has a 2-car covered garage.
- The foilage shown is intended not to impede the view corridors from Pt. San Pedro Road. However, there are trees in the plan which may have that effect.
